Dear Constituent,
This past week continued the City's budget process. The Council's Budget and Finance Committee reviewed its recommended changes to the Mayor's proposed budget and prepared a report to be submitted to the full council on Friday, May 13th in which public comment will be taken. On Wednesday, May 18th the full council will have an opportunity to discuss and approve the Mayor's budget and the Budget and Finance report or make additional changes to either documents. Hopefully, community members that are interested will attend both of the scheduled council meetings. The Budget and Finance Committee added the following expenditures areas to the Mayor's budget a) Summer Youth Hiring, b) Proactive Tree Trimming, c) Increased Bus Pad Construction, d) Increased Programming at Recreation and Parks, e) Funding for Unpaved Alleys, f) Funding for the Implementation of the first year of the Department of Transportation's Five Year Parking Plan, g) Funding for Median Maintenance and h) Funding for Channel 36 Programming to name just a few of the additions and adjustments
Council District Eight continues to receive praise for its Spring Cleaning efforts. The community is overjoyed by the efforts of Christine Dixon, District Director, and the over 100 volunteers that address the major "eyesores" in their neighborhoods. The before and after photos speak volumes regarding the improved cleanliness and pride shown by our local volunteers.
Some of the issues coming to council in the near future are :a) upgrading the City's efforts to collect its revenue and create new revenue streams, b) recommendations to change the placement of "special needs housing in residential zoned areas, c) recommendations to change the City's Rent Stabilization Ordinance and d) implementation of several organizational changes recommended in the F/Y 11/12 Budget.

Budget & Finance Committee Completes Review of Mayors Proposed 2011/2012 Budget
This week, the City Council's Budget & Finance Committee - Chaired by Councilmember Parks - completed a thorough and exhaustive reveiw of Mayor Villaraigosa's proposed budget for the fiscal year that begins July 1. The committee reccomended some significant and important changes for the full council to consider when they begin deliberations next Wednesday:
- Eliminated a proposal to borrow $42.62 million to balance the budget, which would have put the City in more debt.
- Imlimented a $480,000 cut to the mayor's office budget; on-par with the 11% reduction of council offices
- Provided funding to improve city website, increasing transparencey of government and improving public's access to information
- Added funding for tree trimming services for 5,000 trees
- Restore funding for new credit card / coin parking meters, providing added convenience for residents and added revenue for the city
- Provided additonal funding for alley paving and/or repaving
- Provided funding for new "bus pads", which protects city streets from damage by the newer, heavier articulating MTA busses
- Add funding for a minimum of 500 summer youth jobs
Councilmember Parks will present the committee's report the the full City Council on Friday, May 13. The Council will vote on specific reccomendations in the report on Wednesday, May 18th.
Residents are encouraged to read through the Mayor's proposed budget, and the changes proposed in the Chief Legislative Analyst's report. All documents, including the budget itself, communication from neighborhood councils and department general managers are available online, by clicking HERE.
The public is further encouraged to attend the Council meetings - starting with Parks' presentation tomorrow (Friday) - and share their thoughts and concerns with the Council during the public comment portion of the meeting!
Fire Chief Millage Peaks Proposes New LAFD Deployment Plan
New Plan Will Save Taxpayers $54 Million Next Year, and Bring Additional Resources to Communities With Greatest Need
For over 30 years, the Los Angeles Fire Department has used a deployment model that staffs all 106 fire stations in the City of Los Angeles nearly the same. Each station - with a few exceptions - had the same number of firefighter/paramedics, reguardless of the number and type of 911 calls they were asked to respond to. Using the latest computer technology, LAFD analyzed over 1,000,000 calls for service received between 2007 - 2011 and created a new deployment plan that is based on demand. The details:
- No fire stations are closed
- No firefighters lose their jobs
- No apparatus are being removed from any fire station
- Every fire station service area maintains both a fire engine and a Paramedic resource
- The Plan is continually monitored and adjusted, with every emergency response, every day, 365 days a year
- All special services, including Air Operations, Fireboats, ARFF (Airport), US&R, Swift Water Rescue, and HazMat remain in service
- An elimination of the "rolling brownouts", providing increased stability for our firefighters and the public
- A plan that meets the budget requirements set forth by the city, not just for this year, but for the foreseeable future
- A savings of $200 million dollars over three years, without sacrificing a single firefighter's job, or closing a single fire station
- A response metric that will see firefighters on scene at any emergency, typically in less than five minutes

Parks Secures $75,000 Reward for Unsloved Murder
This week, The City Council approved a motion introduced by Councilmember Parks to provide a cash rewards for information leading to the identification, arrest and conviction of the suspect responsible for the murder of Brandon Berry, and attempted murder of Dana Perry and Willie Cheffen.
On the evening of August 22, 2009, Brandon Perry, Dana Perry, Willie Cheffen and Chris Lofton were sitting outside on the porch of a home at 6411 South 7th Avenue following a memorial ceremony. Witnesses report that a silver or dark grey 2000 - 2002 Chevy Impala drove by several times. The vehicle then stopped in front of the house, and a man exited the vehicle wilding an assult rifle and started firing at these individuals. Dana Perry, Willie Cheffen and Brandon Perry were all struck by the assailants fire. Brandon Perry succumbed to his injuries. Dana Perry, who was struck near the heart, was transported to the hopsital in critical condition. Chris Lofton was struck in the torso and thigh, and also transported to the hospital in critical condition. LAPD is still searching for the suspect and encourages witnesses to come forward, even anonymously, to assit them in their investigation.

LAPD Holds Press Conference to Announce Parks'$50,000 Reward for Tina Marie Sanchez Murder
LAPD Det. Eric Crossin, Criminal Gang / Homocide Division held a press conference at 77th Division Station announcing a $50,000 reward - authorized by Parks - and asking for the public's help with the unsolved murder of Tina Marie Sanchez.

On Thursday, April 15, 2010, at approximately 3:35 AM, the body of Tina Marie Sanchez was dumped in the east/west alley south of 73rd Street, east of Crenshaw. The suspect's vehicle is possibly an early 2000,s Ford Eplorer Sport Trac, White with (3) "Dayton" wheels and 1 stock wheel.

DWP Switches to More Modern, Easy-To-Read Bills
Parks & Zine Probe Into Billing Problems Advances in Council.

Neighboring 9th District Councilwoman Jan Perry's efforts to bring about reform and transparency at the nations largest publicly-owned utility will bear some fruit this month: DWP is switching to a new, easy to read, more modern bill format. Perry - the Council's President Pro Tem and Chair of the Energy & Environment committee, pushed for the change at the suggestion of a local actavist.
Meanwhile, the Council voted to advance Parks and Councilman Dennis Zine's motion to investigate billing practices and problems with broken meters. The action:
Requests the LADWP report on the findings of internal audits of its billing and collection process, prepare and present an outreach plan on how it will address
this issue with their customers and provide an appeal process and point of contact forcustomers.
Also, requests the City Controller conduct an independent audit, to be performed at the LADWP’s expense, of the LADWP’s billing and collection practices, including a discussion on the issues of late billing, and provide an overview of their current digital meter program.
Request and instruct as appropriate the City Attorney, the LADWP, Los Angeles Department of Building and Safety, and other appropriate City departments to draft an
ordinance that would mandate single meters for water and power for all new constructionor or major rehabilitation.
Is a Disease-Carrying Insect Killing Your Citrus Tree?
A dangerous pest is making its way through California, threatening the ability of homeowners to grow citrus in their backyards.
The pest is called the Asian citrus psyllid, and it is confirmed to be in Imperial, San Diego, Orange, Ventura, Riverside, San Bernardino and Los Angeles counties, sparking quarantines in those areas. The pest can be a carrier of a fatal tree disease, called Huanglongbing, also known as HLB or citrus greening disease. While not harmful to human health, HLB destroys the taste of citrus fruit and juice, along with the production, appearance and value of citrus trees. Once a tree is infected with the disease, there is no cure and the tree will eventually die.
While the psyllids in California have not been found to be carrying the disease, the Citrus Pest and Disease Prevention Program is reminding homeowners that we all play a critical role in keeping the disease out of California.
“The best way to protect California citrus is to inspect for the pest,” said Ted Batkin, president of Citrus Research Board, a participant in the Citrus Pest and Disease Prevention Program. “We want to encourage homeowners to do their part before it’s too late.”
The Citrus Pest and Disease Prevention Program is offering the following tips to homeowners:
- Inspect your citrus trees each month or whenever watering, spraying, pruning or tending trees. It is especially important to inspect during active growth or flushing.
- Plant only California-grown, certified trees that are known to be free of the pest and disease.
- Don't move citrus plants out of quarantined areas, because they might be carrying psyllids.
- Dry out plant clippings for two weeks before putting them in green waste recycle bins or double bag clippings to avoid moving psyllids.

The three winners who will emerge from this event will compete at our Regional Youth Business Plan Competition on June 2 for a chance to win $1,500 in seed capital for their business and a chance to advance to our National Youth Entrepreneurship Challenge in New York in October.

The Los Angeles Police Department (LAPD) and the Los Angeles Fire Department (LAFD) will kick off the summer by hosting the 2nd Annual Safe Summer Tip-off Youth Basketball Event, sponsored by Motorola and USC. More than 5,000 children and their families are expected to attend this FREE special event being held at the
The Safe Summer Tip-off Youth Basketball Event will feature a basketball game between LAPD officers and LAFD firefighters, including the tip-off by game captains, LAPD Chief Charlie Beck and LAFD Chief Millage Park.
There will also be activities to build unity among the youth, appearances by celebrity guests, entertainment, games and prizes, a complimentary BBQ lunch, a free drawing to win autographed sports memorabilia, and opportunities to learn more about the LAPD and LAFD.
LAFD fire trucks and a helicopter will be on display, and smoke-eaters will give exciting firefighting demonstrations. The LAPD’s SWAT team, K-9 unit, mounted unit, air support division, and bomb squad will also be hand to educate and dazzle the crowd.
During the event, the attendees will have the opportunity to meet and take pictures with celebrity guests, win signed sports memorabilia and be entertained by local talent and members of the Los Angeles Clippers Girls and Spirit Squad. At the conclusion of the game, the Safe Summer Tip-off Trophy will be presented to the winning team.

The Leadership Institute is the centerpiece of the Tavis Smiley Foundation’s Youth to Leaders program. Teens, ages 13-18, are invited to apply for admission to attend this annual conference.
Through workshops, panel discussions and interactive activities, the participants learn to assess their strengths and weaknesses, review models of leadership, set goals, discuss and debate issues and create action plans to address issues important to youth. The curriculum also includes career and college planning and a special series of workshops for adults on how to engage youth leadership and advocacy. Rave Motion Pictures, the new operator of the theaters undergoing an extensive $11 million transformation at Baldwin Hills Crenshaw Plaza (BHCP), will host a job fair on the ground floor of the mall next week in preparation of the multiplex’s grand opening in July. Rave plans on
filling more than 80 floor staff and management positions for the new state-of-the-art theaters.
